Intel JPEG Library Video Codec Description
Intel JPEG Library Video Codec was designed to be a VFW driver based on the Intel JPEG Library, supporting decompression to RGB24, and compression from RGB24 & YUY2 formats.
My PIII 1GHz system is able to capture 640x480 at 25fps in VirtualDub,
so I imagine youd need a P4 or equivalent for full frame capture.
Source code is included for anyone whos interested.
