iPhotoDraw is a handy tool that is designed with that purpose. It helps you add annotations directly on photos. With you iPhotoDraw, you can add description text, callout boxes (ballons), dimensions, detailed images, and other annotation objects to the pictures. The annotation data is saved in a separated file. So you can save and edit later on without worrying about the original photo got screwed up.
