That's probably the reason why the app doesn't include a help file as well, but you should know that MPEG AVI DVD Cutter runs on low resources and works without a flaw on Windows 7.
As a conclusion, MPEG AVI DVD Cutter is just a basic way to cut a selected part of a video, so users may be disappointed a little bit at the first glance. So more features and maybe a more appealing look would be just great.
