SpamCleanUp for Exchange 2000/2003 application can delete the expired messages from any specified folder in each user's mailbox. You set the number of days you want the messages available, and after that, they are gone.
Alternatively the messages from user's personal folders can be moved to a special central mailbox for checking later.
