Nero AAC Codec provides the basic command line to do so, while Simple NeroAacEnc GUI just wraps it up in a simple interface.

The interface is not something to get your attention, all available features being stored in tabs, with the overall design kept classic. Even if there is no included help manual, even beginners quickly manage to find out what can be accomplished.
Easily find and import desired files
